Omaha Public Power District We are seeking a Grant Management Specialist who can Pave the Way for a Brighter Future in Omaha, Nebraska

Summary:

Lead the identification and acquisition of grant funding aligned with OPPD business objectives and enterprise focus. Responsible for oversight of the full grant cycle, from research, identifying and vetting viable projects, authoring and/or reviewing grant applications, through administration, compliance, and reporting of funded projects.

This is a highly collaborative role that will work with project managers, funders, electric and grant industry peers, and agencies/partners to make recommendations and execute accordingly. The role will serve as a technical authority on grants and will advise, educate, and update executive leadership, OPPD's Board of Directors and customers (as needed).

Position Specific Responsibilities/Accountabilities:

  1. Research and identify sources of grant funding to align with and support OPPD's business objectives and enterprise focus.
  • Disseminate information on available grant opportunities to appropriate departments.

  • Work with OPPD departments/divisions to identify needs, eligible projects and assist in prioritizing projects.

  • Network with potential funding agencies to identify and monitor funding sources.

  1. Collaborate with internal and external stakeholders/partners/funders to vet opportunities, author and/or review grant applications for completeness and timely submission.
  • Thoroughly vet projects to ensure success based on best use of resources.

  • Ensure alignment between grant application and OPPD project timelines, budget and people resourcing.

  • Ensure project managers are fully educated on Funder expectations and resources need from grant application submission through reporting.

  1. Serve as subject-matter-expert on Federal grant applications and reporting.
  • Familiarity with Office of Management and Budget (OMB) "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards," commonly referred to as "2 CFR 200".

  • Ability to build a strong narrative (story telling) and to highlight Federal grant requirements, including Justice 40, a community benefits plan, workforce/job creation/apprenticeship plans.

  • Coordination of hierarchy of compliance standards for federal awards and understand rules for each.

  1. Manage administration of funded grants and ensure compliance and timely reporting.
  • Serve as liaison between funding agency and OPPD, including grant negotiations and ensuring compliance with Funder's agreement and requirements.

  • Administer budget reports with project team, OPPD auditing, accounting and finance to track costs, matching funds/cost share and reimbursement/payment requests.

  • Maintain necessary documentation, as needed per grant, including but not limited to, salaries, fringe benefits, travel, contract and procurement, training, evaluation, matching funds/cost share and equipment/inventory.

  1. Maintain up-to-date knowledge of industry standards and design, and grant regulations and guidelines. Research best practices and recommend processes and procedures that position OPPD for success.

    Qualifications

Minimum Qualifications:

Required:

  • Bachelor's degree in relevant field: Public Administration, Community Affairs/Outreach or equivalent education and/or work experience.

  • 5+ years' experience in grant administration.

  • Proven experience in Federal grants management, including compliance and reporting.

  • Excellent written and verbal communication skills.

  • Strong research and analytical abilities.

  • Detail-oriented with strong project management skills.

  • Proficient with Microsoft office products.

    Desired:

    • Proficiency in budget development and financial reporting.

    • Proficient with social media channels for research, connecting and promoting OPPD awards.

    Environment/Physical Demands:

    Hybrid - Remote and Office: Work will be performed in a modern office environment amid normal conditions of dust, odors, fumes, and noises.

  • Must have the ability to: work on multiple tasks at one time; work under stressful situations; operate a computer and other office equipment; move about the company and interact with all levels of the Company.

Salary: Level S4 - Min: $86,386 - Mid-Point: $107,982.
